The SC had asked states to set up these special courts to speed up trial in criminal and corruption cases against elected representatives, who with their money and muscle power delay trials for decades to escape conviction and possible disqualification from contesting elections. To keep the pace of trial intact, the SC had ordered that these judicial officers would not be transferred without completing their normal tenure at a place of posting.
