Kerala, a state in India known for its literacy and healthcare, has the fourth highest rate of child rape in the country. In the first seven months of 2017, there were 983 cases of penetrative sexual assault on children, surpassing the total number of child rape cases in 2016. Experts argue that not all perpetrators of child rape are paedophiles, with some committing the crime due to sexual anarchism or experimentation.
